The Housing Authority’s Learning Center is an educational facility that encompasses three programs that are devoted to meet the needs of Housing Authority residents—The Learning Center’s Computer Lab, Tutoring Program and The Children's Work Incentive Program.

The Learning Center opened its doors in May 1999 and was created to accommodate the needs of residents in Public Housing and residents who are benefited by the Family Self-Sufficiency program. Family Self-Sufficiency (FSS) is a voluntary program, designed to assist families in achieving economic Picture of student receiving assistance from teacherindependence and self-sufficiency through education and job training. The Family Self-Sufficiency Program embraces the families as a unit, to help facilitate the family's plans toward the future.

The Learning Center’s mission is to provide expanded access to all services & facilities that enhance and promote education, drug deterrence, employment skills, provide a safe environment to overcome barriers, and a focus on productive use of time for youth and support of individual educational goals for families. The Learning Center has a computer lab, craft room, and tutor available.

The Children’s Work Incentive Program (CWIP) was originally a joint effort between the Housing Authority of the City of San Luis Obispo, Cal Poly’s Helping Hands and Student Community Services (SCS). CWIP is now working with Class and Community Connection Classes, Student Community Services, and other clubs on campus. CWIP was launched as a means to encourage pride in their homes, enhance self-esteem, and teach the children to work together as a group. Daily activities are led by a HASLO employee and are assisted by the student volunteers.

CWIP student volunteers work with the children who live in the housing complexes owned and managed by HASLO. This outdoor after-school program operates from 3:30 to 5:00 during the school year and 1:30 to 3:00/4:00 during the summer, Monday through Thursday. Daily site events include cleaning up around the housing complex and participating in fun outdoor games and activities. We also have special events held on the weekends such as field trips to museums, parks, ice cream parlors, etc.
