Welcome!

This year HASLO celebrates our 50th anniversary – a history filled with silent heroes and countless stories of collaboration, service, and leadership.  Today we house over 3,000 families/7,000 people every month.  Our clients include seniors, working families, the disabled, the homeless, first time homebuyers, and many special needs populations.  Yet housing remains our community’s top concern.  Regardless of what brings you to our website, we urge you to become an advocate for more affordable housing on the Central Coast.

Hope House - Acquisition of housing with wrap around services for local, formerly incarcerated women.  What a great and much needed project!  Complete acquisition September 2018.

50 NOW Program Extended - HASLO just extended its 50 NOW Program with Transitions Mental Health and the County to house the next top 50 chronically homeless individuals on the Continuum of Care Vulnerability Index.

Family Unification Initiative - New collaboration with the County to house 12 families seeking reunification with their children, and 8 homeless youth emancipated from the foster care system.

self-sufficiency program reminder

If you are a Housing Choice Voucher (Section 8), Project Based Voucher, or Public Housing resident contact our staff regarding HASLO's Self-Sufficiency Program.  A HASLO case manager works with you to create a self-sufficiency plan. As your income increases, a portion of your rent money is deposited into your own self-sufficiency account and awarded upon Program graduation!  This could be you : ) What are you waiting for?

Iron Works Apartments will be completed in September.  While the initial lottery application period has closed, we continue to accept paper applications (click here).  Paper applications will be accepted in date and time order.

Housing choice voucher/Project Based assistance

Housing Choice Vouchers (Section 8) and Project-Based Vouchers (PBV) make payments directly private landlords on behalf of clients.  The waiting list for the Voucher Program is typically opened up every 12-24 months, and is advertised in advance. 

STATUS: All waiting lists for Housing Choice Vouchers (Section 8) or other Project Based Rental Assistance, except as noted below, are closed.

The 4-bedroom Waiting Lists for Public Housing and Madonna Road Apartments are open.

Please click below to print a paper application (no online applications allowed) if you meet the following eligibility requirements for a four-bedroom unit:

  • Minimum family size of 5

  • Total maximum household income may not exceed a range of $44,150-$53,950 depending on family size

Housing Choice Voucher Income Limits

The Housing Choice Voucher Wait List is now closed and applications are in process.  Generally, the income limit for new admissions to the Voucher Program should be at or below 30% AMI or 50% AMI (Area Median Income) based on household size.  The majority of vouchers will be issued to those at or below 30% AMI.  These guidelines are updated annually.

Current utility allowance schedule

Affordable housing and Housing Choice Voucher rents typically get adjusted by a utility allowance for gas, electricity, water etc.  The maximum rent chargeable assumes the landlord pays all utilities.  If the tenant pays some of the utilities, the rent is adjusted according to the utility allowance schedule.  Click the button below to see current schedule.

860 on the Wye Grand Opening

The Grand Opening of 860 on the Wye on Tuesday, June 27 was a huge success with local representatives and the community coming out to show their support to the veterans who now have a permanent home in San Luis Obispo.  

South hills crossing grand opening was celebrated on Thursday, September 8, 2016

“South Hills Crossing represents the coming together of the private sector, HASLO, the City and financial markets to really address one of our community’s top challenges – lack of affordable rental housing. I am excited to see this project come to fruition,” said Mayor Jan Howell Marx, City of San Luis Obispo.

860 on the Wye Highlighted in "Affordable Housing News"

The Summer 2016 edition of "Affordable Housing News" highlights HASLO's new development, 860 on the Wye, in which half of the 20 apartments are reserved for veterans that have been homeless.  Read the article on page 72 of the publication by clicking here.

860 on the Wye Wall-Raising

Local, state, and federal dignitaries joined HASLO on May 31, 2016, for a Wall-Raising celebration for 860 on the Wye, HASLO's new permanent housing for veterans.  One half of the apartments will be reserved for veterans that have been homeless.  Read more.

Mixed Income Workforce Housing and Commercial Space will be Developed on Recently Purchased Site  

HASLO just purchased property at 3680 Broad Street in San Luis Obispo for a mixed-use development that will consist of 46 apartments and commercial space.  The residential complex will target local workforce households with incomes ranging from $18,000 to $50,000.  Read more. Read more.

Groundbreaking for 43 New Affordable Apartments in SLO

On March 19, 2015, a Groundbreaking Ceremony was held for the South Street Family Apartments in San Luis Obispo, 43 new affordable apartments for families with annual incomes at or below 60 percent of the county's median income.   Read more.

HASLO Receives NAHRO's 2014 Agency Award of Excellence

The National Association of Housing and Redevelopment Officials (NAHRO) presented HASLO Executive Director Scott Smith with the "2014 Agency Award of Excellence in Program Innovation - Affordable Housing" during NAHRO's National Conference in Baltimore, Maryland, on October 17th.  Read more.
